به گزارش روز سه‌شنبه ایرنا از پایگاه اطلاع‌رسانی دولت، با تصویب هیات وزیران، سازمان صدا و سیما به اعضای كارگروه آیین‌نامه آمادگی و مقابله با آثار زیان بار پدیده گرد و غبار (ریزگرد) در كشور اضافه شد.

همچنین ماده 12 آیین‌نامه یادشده اصلاح شد كه براساس آن سازمان جنگل ها، مراتع و آبخیزداری كشور موظف است در راستای برنامه اقدام ملی مقابله با بیابان‌زایی و كاهش اثرات خشكسالی در كشور با همكاری وزارت دفاع و پشتیبانی نیروهای مسلح و سازمان هواشناسی كشور و سازمان بسیج سازندگی نیروی مقاومت بسیج طی پنج سال، سالانه نسبت به كاشت حداقل (600) كیلومترمربع نهال‌كاری به صورت اشكوب‌بندی شده اقدام كند.

كاشت این نهال كاری ها با استفاده از گونه‌های بومی سازگار به كم‌آبی با اولویت مناطق آسیب‌پذیر از نظر زیست محیطی در جنوب و غرب كشور خواهد بود.

بر اساس این مصوبه، مناطق آسیب پذیر عبارتند از:

1ـ كمربند فضای سبز همه فرودگاه‌های منطقه با رعایت حریم فرودگاه‌ها.

2ـ حریم ایمنی (150) متری راه‌آهن و جاده‌های بین شهری.

3ـ حوضه‌های آبخیز سده‌های مورد بهره‌برداری.

4ـ كمربند سبز در نوار مرزی جنوب‌غربی.

5 ـ كانون‌های بحرانی فرسایش بادی.

6- كمربند سبز اطراف شهرهای متاثر از پدیده گرد و غبار

همچنین بر اساس این مصوبه، وزارت ارتباطات و فناوری اطلاعات مكلف است، نسبت به تكمیل زیرساخت‌های مخابراتی جهت توسعه و ارتقای شبكه‌های پایش زیست محیطی آلودگی هوا اقدام كند.

همچنین، سازمان حفاظت محیط زیست و هواشناسی مكلفند ضمن توسعه و ارتقای تجهیزات ایستگاه‌های سنجش آلودگی هوا،‌ اقدامات لازم از جمله استفاده از فناوری های نوین درباره به‌روز رسانی استانداردهای كمی و كیفی پدیده گرد و غبار را با رعایت قوانین و مقررات مربوط به عمل آورد.

بر این اساس، دستگاه‌های اجرایی عضو كارگروه می‌توانند بخشی از هزینه‌های اجرای طرح‌های مشترك مقابله با پدیده گرد و غبار در كشورهای منطقه را پس از تصویب كارگروه با رعایت قوانین و مقررات مربوط از محل اعتبارات مصوب ملی و استانی خود تامین كنند.

همچنین وزارت امور خارجه مكلف است،‌ تمهیدات لازم برای جلب و استفاده از تجربیات علمی، فنی و اعتبارات سازمان‌های منطقه‌ای و بین‌المللی برای تحقق اهداف این آیین‌نامه را انجام دهد.

براساس این مصوبه، سازمان حفاظت محیط زیست مكلف است گزارش اجرای این آیین‌نامه را هر شش ماه یكبار به دفتر هیات دولت ارائه كند.

بر این اساس، دستگاه‌های اجرایی مربوط موظفند با همكاری معاونت برنامه‌ریزی نظارت راهبردی ریاست جمهوری، اعتبارات لازم را برای تحقق برنامه‌های موضوع این آیین‌نامه در حوزه خود، در لایحه بودجه سنواتی پیش‌بینی كنند.

بر اساس ماده یك آیین‌نامه آمادگی و مقابله با آثار زیان‌بار پدیده گرد و غبار (ریزگرد) در كشور و برای ایجاد آمادگی ملی، مدیریت و مقابله با آثار زیان‌بار آن و ایجاد زمینه همكاری‌های منطقه‌ای، كارگروهی با مسولیت معاون اول رییس جمهوری تشكیل شده است.

در این كارگروه روسای سازمان‌های حفاظت محیط‌ ‌زیست، مدیریت بحران كشور، هواشناسی كشور و جنگلها، مراتع و آبخیزداری كشور و معاونان وزارتخانه‌های نیرو، نفت، بهداشت، درمان و آموزش پزشكی (معاون سلامت)، كشور (معاون امور عمرانی)، امور خارجه (معاون امور بین‌الملل)، سازمان صدا و سیما و معاونت برنامه‌ریزی و نظارت راهبردی رییس جمهوری عضویت دارند.
