به گزارش روز شنبه ایرنا به نقل از پایگاه اطلاع رسانی دولت، هیات وزیران بنا به پیشنهاد وزارت فرهنگ و ارشاد اسلامی و به استناد ماده(47) اصلاحی قانون مطبوعات – مصوب 1379- تصویب كرد: مقررات مربوط به خبرگزاری ها به عنوان فصل پنجم به آیین نامه اجرایی قانون مطبوعات الحاق می شود.

متن كامل مصوبه دولت به شرح زیر است:

فصل پنجم- مقررات مربوط به خبرگزاریها

ماده 35- خبرگزاریها مشمول مقررات این فصل و سایر مقررات این آیین نامه به جز مواد(1)،(4)، (6) و (8) از فصل اول، مواد(16) و (17) از فصل دوم و مواد (23)، (26)، (27) و (28) از فصل سوم هستند.

ماده36- اضافه كردن هر گونه كلمه یا عبارت به نام یا آرم نشریه و خبرگزاری و یا عدم رعایت تناسب در اجزای آن مطابق با آنچه در پروانه خبرگزاری ذكر شده، ممنوع است.

ماده37- در تارنمای هر خبرگزاری باید نام صاحب امتیاز، مدیر مسوول و نیز زمینه فعالیت در بخشی با عنوان 'شناسنامه' یا 'درباره ما' در محل ثابت درج شود.

ماده38- خبرگزاری ها موظفند مطالب خود را به طور مستمر و با درج شماره و زمان جداگانه منتشر كنند. درج منابع اخبار در خبرگزاری الزامی است.

ماده 39- ترجمه تمام یا قسمتی از مطالب نشریه و خبرگزاری و انتشار منظم آن به طور جداگانه و با رعایت مندرجات پروانه انتشار بلامانع است.

ماده40- نقل آن قسمت از اخبار، مطالب یا تصاویر نشریات و خبرگزاری ها كه موجب توقیف، لغو پروانه یا پالایش(فیلتر) شده، توسط خبرگزاری ممنوع است.

ماده 41- خبرگزاری ها موظفند پاسخها و توضیحات موضوع ماده(23) قانون مطبوعات را پس از وصول در همان روز منتشر كنند. (ماده 23 - مطبوعاتی كه به شكل روزنامه منتشر می‌شوند، مكلف به درج نام به طور كامل، ترتیب و تاریخ‌انتشار، شماره ردیف مسلسل و شماره صفحه در بالای تمام صفحات و نیز قیمت در صفحه اول هستند. ‌همچنین مطبوعاتی كه به شكل مجله منتشر می‌شوند موظف به درج نام به طور كامل، ترتیب و تاریخ انتشار،‌ شماره ردیف مسلسل، تعداد صفحات و قیمت بر روی جلد و نیز قید شماره هر صفحه در تمام صفحات هستند).

ماده 42- مدیر مسوول خبرگزاری موظف است؛ مشخصات فنی تارنما و نام مراكزی كه خدمات میزبانی و پشتیبانی خود را از آنها اخذ می كند، اعلام كند.

ماده 43- مدیر مسوول خبرگزاری موظف است؛ مجموعه كامل تولیدات رسانه ای خود را ماهانه در چهار نسخه در قالب لوح فشرده به وزارت فرهنگ و ارشاد اسلامی تحویل كند.

ماده 44- وزارت ارتباطات و فناوری اطلاعات مكلف است؛ در صورت اعلام هیئت نظارت بر مطبوعات مبنی بر توقیف لغو پروانه یا دستور پالایش(فیلتر) موقت، بلافاصله خبرگزاری را پالایش (فیلتر) كند.

ماده 45- مراكز ارائه خدمات دیجیتال و میزبانی، مجاز به ثبت دامنه و میزبانی خبرگزاریها با نشریات الكترونیكی كه فعالیت آنها از سوی دادگاه صالح یا هیئت نظارت بر مطبوعات مغایر با اصول مندرج در قانون مطبوعات و این آیین نامه تشخیص داده شوند، نیست.

ماده46- مدیران مسوول خبرگزاری ها می توانند در انتخابات مدیران مسوول شركت كنند، مشروط به اینكه خبرگزاری حداقل شش ماه در محدوده یك سال باقی مانده به انتخابات فعالیت مستمر داشته باشند.

'اگویر' خارطوم را متهم به تنش آفرینی در شمال شرق سودان جنوبی كرده است و گفته است كه استقرار قبیله 'الزریقات' در این منطقه باعث شده است كه به امنیت ساكنان بومی این منطقه آسیب برسد. سخنگوی ارتش سودان گفته است برای نابودسازی ابزارآلات جنگی دشمن تلاش خواهد كرد.

این روزنامه در ادامه نوشت: نیروهای مسلح سودان به شورشیان جنوب سودان خسارت زیادی وارد ساخته اند و خاطر نشان ساخت كه هجوم ارتش سودان به مناطق نفت خیز سودان شمالی در واقع به مفهوم نادیده گرفتن مرزها و قراردادهای بین دو كشور است و ادامه این روند باعث به وجود آمدن تنش در مرزهای این دو كشور می شود.

در این راستا جوبا (پایتخت سودان جنوبی)اعلان كرده است در صورتی كه نیروهای سازمان ملل در مرز بین دوكشور مستقر شوند آماده است كه نیروهای خود را از میدان نفتی هجلیج بیرون كشد و این امر از سوی خارطوم رد شده است.

پایگاه خبری میدل ایست آنلاین عربستان هم در این باره گزارش داد: ارتش جنوب سودان هشدار داده است كه تصمیم دارد هرگونه حمله به منطقه نفت خیز هجلیج را بی پاسخ نگذارد و حمله كنندگان را از این منطقه بیرون راند.

'فیلیپ اگویر' سخنگوی ارتش سودان جنوبی گفته است، اگر ارتش سودان به سوی این منطقه پیشروی كنند نیروهای سودان جنوبی آماده هستند كه با آنها برخورد كنند و گفت اوضاع در این منطقه همچنان متشنج است و از زمان استقلال سودان جنوبی از سودان این یكی از سخت ترین درگیری ها میان ارتش دو كشور است.

ازسوی دیگر خرطوم احتمال می دهد كه سودان جنوبی به دلیل شورش های داخلی و گسترش فقر و هرج و مرج دوچار ورشكستگی شود و دیگر نتواند به حكومت خود ادامه دهد.
